If I only have Company of heroes will I be able to play as Panzer elite and British without having tales of valor or opposing fronts

Yes, you will be able to play as British or PE if you only have vanilla CoH.

I recommend buying them if you like the mod a lot because all of the expansions are really cheap right now. Until then, play wehr or americans.

All units will be working, but offmaps and other specific abilities wont work.

Its not recommended playing a faction that you do not normally have access to.
