When I used the Elephant I mainly disliked it because of it's slow speed. I think it's even slower than the Tiger? Anyways, it wasn't an effective tank destroyer since it takes too much time to get to where the action is and most of the time you just get killed by ATGs, Stickies and Zooks.
Seems like everyone expects German heavies to all have panther speed and turret rotation.
It's not a Heavy Tank though, it cannot fight infantry, if anything it's a Heavy Tank Destroyer, and since Tank Destroyers are more specialized than regular tanks it should be lower pop. The speed may also be too slow to even be able to use it effectively, which makes it more of a target than an actual counter to anything.
