It's temperamental at the moment. Some units have repair kits working, others do not. Another example would be the Comet. You can purchase the repair kit for use ingame as the US, but it won't show up on the unit.

I mean I know Obama was the first one in EiR to get a card. and tbfh the Race card is pretty OP. but Romney has the K.K.K., those guys seem to camo anywhere. So OP units from both sides.

The Pershing would have more of an impact than the Comet using mobile repairs, but the Comet would certainly have merit if you were to say... Have four to five of them.
What would be evil, is a HVAP Comet. Five of those things roaming around one after the other with appropriate support would utterly terrorise the Axis.

As much fun as ablative Sluggers would be, I'd be more sold with HVAP Comets.
Why?
Ablative Sluggers gain the ability to go toe to toe with Panthers and win it out.
HVAP Comets gain the ability to go toe to toe with Panthers and have a very high chance of winning it out, whilst still being able to cut down infantry. More versatility ftw.
