another topic that hasn't come up...
what if more axis sign up then allies..
IE
12 axis teams
8 allies teams
well in a way thats better for the allies, more games, and more limiting to the axis.
Firstly the first round is kinda qualifying for the playoffs, which I think will need to be done by a % of wins with a minimum games played rule (ie nevyen pointed out) will be more hard ruled when we know the numbers, i have a formula worked out eitherway.
If there was say only 8 allied teams, the chances are depending how big we want to make the playoffs (depends on time left till wipe if its pre 2.0) almost all the teams will probably get in, where the 12 axis will need to fight for positions.
I personally hope for atleast mid teens on either side, I suspect more axis then allies but without RBS and max cp the allies have more price effeciency then the axis do.
i am in the process of drafting up a formal finalized rules sheet so its not all spread out over a full message thread.. anyways still waiting to hear from dash if this will be possibly a 1.9 or if its stuck with 2.0

another point, sorry so many ones keep coming up in my head and from other questions.
I asked dash if he was able to turn off vet reporting on the website, for two reasons this will work to our benifit rather hten making vet = 0.
Firstly there are a lot of doctrine abilities that give vet levels, and gain vet faster, making it = 0 kills those doctrine choices.
secondly gaining vet IN a game, and then having it not report is functionally ok. It does allow things like defensive to still be comparable to the rest of the doctrines. Just your units start out at whatever their base vet was each battle.
again this only matters if its done in 1.9, but I think it would balance it out nicely.
EDIT
actually what dash COULD do is just turn off all unit reporting on the website ... that would make it so you didn't have to rebuild anyting between fights. we would still want to lodge the wins/loses and stuff like that, but make it where the units themselfs are not effected for the duration... they don't actually REALLY die, nor gain vet, i mean you could make it where they die but this waywould mean he wouldn't have to change anything to do with availability.. and you could decommision to change your company around.

condensed because i know you don't like reading my longwinded posts
1.9 tournament
Requirements:
Unit death and vet reporting to not reach the website
Reason: you don’t have to do any coding with availability and re-supply if units don't die, yet allows people to decommision if they need to change forces. also removing vet from reporting allows it to function in game as well as per cp abilities, but removes the persistency that unbalances the game over more fights.
giving 200 CPS but unable to be unchecked, locking them in.
Reason: the idea of these proposals is to make the least amount of work for you as possible, while maximizing the ability for mostly even game play and functionality. Cps are op in a lot of terms but both sides having full cp tree’s makes them all have the same functionality as each other, making it even. If you remove them, the work to fix the ensuing breakage would not be pleasant with the 2.0 timeline you are working in.
Ie cps would work the same as they do now, they just wouldn’t be changeable unless you erase your profile and recreate it, this stops the BUY CHEAP UNITS, SWITCH TO COMBAT SPEC. exploit.
Make RBS not awarded, or simply turn off that function/menus option
Reason: This will again make it so everyone is on equal grounds at the start, no one will have more resources.
Wipe the server
Reason: not functional unless it happens. and server is being wiped in less then 2 weeks potentially anyways.
Create a Tournament forum that I and the admins can moderate
If the reason to do this is basically to allow for the skill testing tournament between now and 2.0, this will allow for the least amount of clutter, most functionality.
POTENTIAL IDEA
Create a persistent account title for the winner on both the axis and allies side.
Reason: This will give WAY more incentive to fight and be active in this event, as it is the only thing that will carry over when the server is wiped, bragging rights forever?... as well shows the devs are interested in community and their activities that enhance the game beyond themselfs
For my part, I will do my best to run it as fairly and as efficiently as possible, not taking up ANY dev time with this personal project beyond the initial set up and awarding of titles. I will be posting final rules / regulations and how it will be run shortly.
is this do-able dash? I think its the least amount of time for the options I am asking for, and it will breath a lot of life into the end of 1.9, and get people off your back a lot more.

only potential problem i see is that it changes the need to 'retreat' basically a lot of suicidal troops, leaving in unit death would fix that with availability, but we need to be able to play a lot of games quickly so it might not be able to be 'fixed' with a timeframe we are dealing with and the simplest way of fixing it is to take it out for the interm.

Doctrine abilities should be disabled, and veterancy should be kept. I would say veterancy is more balanced than the doctrines... but maybe not.

if you want to turn off doctrine abilities, what do you do about rangers/airborn/stormtroopers and what about the heavier tanks, and the offboard artillery stuff.. those are all integrated into the game, thats the only real issue dash.. the EIR added bonus's ultimately are what imballance the doctrines, but losing rangers/airborn/heavy tanks will surely make axis MUCH MUCH more inviting then the allied side.
thats why i resist that idea, but honestly having a minimum amount of doctrine points would be fine imo, if you don't want full cps.
btw the vet levels of EIR are imba because they will never be the same throughout, atleast with everyone having tier 4 doctrine abilities everyone has it.
of course if you leave vet on, it will give people a reason not to suicide their troops.. so ya.. maybe that is a good idea ...
vet on
10-30 cps to allow for the basic units to diversify the sides. is what i would have to ask... you can't strip the allies of everyhting or whats the point?

can we use the original coh abilities still? I just didn't want to suggest things that would take more of your time man, trying to be considerate of what I ask for and what would allow for the basic game to continue in an even playfield
btw your right about vet, it needs to be on or people will just never retreat anything... but if you want units to die, you need to make unlimited availability and resupply so we can do as many games as possible.. please consider that

Like I said in my brief message to you, I had plans to do this, but hadn't had the time to flesh it out.
My rules were simple. Wipe. Disable resupply. 0 starting CPs. Last companies standing win. With resupply disabled, you'd have to be extremely careful and cautious.
