Actually, the flail are atill being used today! They use them on tractors though, to clear the minefields in europe, africa, afganistan, and the islands that the Japanese controlled in WW2.

The Mine Flail wasn't designed with the intent of being used against enemy Infantry, it was there to clear mines on the beaches and surrounding areas without exposing Combat engineers to any danger.

Its far more effective to burn the infantry out of an area than it is to run a flail at them.
