Enlistment Surge&Brothers in Arms

Brothers in arms makes rangers and rifles 20% cheaper. If I got Enlistment Surge(Which makes all infantry 15% Cheaper.) {All Manpowerwise)

Would they both work on Rifles&Rangers and make them 35% Cheaper or does the bigger one cancel the other out.

It stacks
with both abilities:
Rifles are 127mp
rangers are 228mp 80mu

Axis Volks have 10hp more per individual than a rifle squad does too. They are cheaper too, and they work better if they are farther than 15m out. If rifles are within 15m they will win. Don't forget cover!!

I'm tank reapers so I have BiA, and it is awesome, and I had been trying to figure out what would be a better T3, arty fortification or Enlistment Surge, and I think AF is too much of a gamble, and I found out with the 15% on all infantry I'd be able to get 11 more rifles once I got the ability which I'd find much more useful then a better howie (which im not too great with).
