d00d I reported it broken like years ago... I think they're planning on just releasing the new terror doctrine, ie there's no reason to fix it.

It used to kill AND suppress riflemen, but not kill AND not suppress anything with soldier armor.
Now... now I think it just kills everything and fails to suppress anything. It's a free upgrade so it doesn't concern me too much. I use it mostly for the gren marksman shot anyway.

It just broke, the upgrade doesn't apply anymore.
Terror will be coming soon anyway so it's not a priority.
