Just because smokaz puts up a Terror draft with some of the same stuff in it that was rejected before, doesnt mean that he's "getting away with it," it means you both think alike.
Also, metagame always shifts, sometimes its ok to relook at stuff deemed OP again considering all the doctrines are new and balanced vs. eachother now.

This is just a draft. I keep trying to get my ideas in, but its a long shot. Hopefully Bob will have the most amazing terror draft by his own hand by the next patch, but me personally I think terror need to be brought back to the old solid builds of german steel, pervitin/ferocity and heavy support. They had character.

ya smokaz, I'm sorry, this whole doctrine is absurd basically. Its like you just pick out units you feel like buffing, and then give them absurdly strong buffs over and over...I mean, sure, it'd be fun to play, but retardedly OP, this isn't old EIR anymore...
I mean come on man.
1) Calling something 'tank superiority' and then giving buffs to grens? Rly?
2) Combining Pervitin Thrills, Steady Hands, and Tank Superiority will give you something similar to the old ferocity...all the time...not just a couple times a game.
3)Apparently you want medkits to outheal damage...125% buff is absurd. Come off it man.
4)Top 2 t4s are ridiculously OP, and the bottom one is kind of a copy of the bottom t4 for blitz, Battle Hardened.
5)The t2 vicious is at least worthy of a t3...
6)Close Combat Upgrades, which is a name not even close to what the ability is, should be at least a t3 unlock...
7)might consider switching v1 and firestorm
8)Pervitin Thrill needs removed entirely.

YESYESYES! Except not all the time, its YOUR ENTIRE DOCTRINE to replicate *one* old T4. OBM being two t3s for armor right now, anybody? And its WEAKER than old Zeal + Ferocity/IA by far. You wont be able to reach as low cooldown reload, not by far.
PREVIOUS terror medikit healing was MORE than 25%. It was 33%. NERFED!

err, you're clearly delusional.
1) First off, you ignored like 80% of my points.
2) Secondly! you must be kidding with that analogy. One, everyone acknowledged ferocity was retardedly OP, and that was just when you could click it a few times a game. Now you want it back, and you want it to be passive, and you want it to not even be a t4. So I can get old ferocity and either new ferocity or another t3 if I feel like it, like, say, top t3 and get lolp4s.
3)OBM is equal to its blitz equivalent. Don't let the fact you have a massive hatred of armor doctrine and a massive hardon for terror doctrine blind you to reality. Its pathetic.

I want to have other stuff too than expensive extra repair + Mobile Tactics :< plus mobile tactics suxs cuz if I take GE I want stuff to buff mah tanks like really well so i'd go for HEAT and Panzer Acez :<

Oh right, mobile tactics, I forgot how that's totally like OBM.. except you dont move.
The blitz combination, the only one roughly doable is the middle and the bottom T3. Getting the top t3 is pointless! And even so its meager fucking buffs. You will not repair in peace like armor - you will not fight while repairing - if armor actually decides to get the amazing top T4 they get (AP rounds) they can smash all wehr tanks other than the jagd and the KT with extreme ease. A HVAP pershing 3 shots a stug.
And the extra repair T3? Haha. Both doctrines unlock them for equal penalty in unlock points. What's even the point of mentioning that.
