This means one simple thing....

Make sure to leave the retreat path clear and focus all efforts on the units themselves, So that when an enemy has an avenue of retreat, he will take it to preserve the units he holds most dear, IF you leave no avenue of retreat, he will fight to death, and quite possibly turn the tide of the engagement and win. 

Let the enemy run away, to win the day, Surround the enemy and with no other choice than death.... They will fight to the last man making it much more costly.
