I think smokaz is right, its a silly excuse for a T4. Some changes are probably due; the following dont ALL have to go in and some of the suggestions shouldnt be included together. Its more of a mix n' match of which ideas would work the best together in a T4, so dont go assuming that I want all of these in together: I dont. So, in accordance:
Volksgrenadiers should drop from 195 MP to 180-185 MP.
Volksgrenadiers might receive Panzer Grenadier K98ks (which are better then Volks k98s, but arent a Grenadier k98 by a longshot).
The T4 would grant an extra Volksgrenadier or Pioneer to their respective squads. The current wounded man is NOT worthy of a T4.
If selected, Volksgrenadier grenades would only cost 15 MU, and with Vet3 an extra use would be gained (similar to riflemen).
Volksgrenadiers in heavy cover or garrison would be subject to the passive effect of For The Fatherland.
Pioneers would receive the Rudimentary Repairs ability. The ability would only work on Bunkers (all types), Trenches, PaKs, and emplaced weapons of all types (for both the player and their ally). The Repairs ability would NOT effect armored units.

Cost reduction isn't exactly a part of doctrine design.
And think of something that doesn't buff volks so much. You don't want a docs that overbuff a single unit. No doubt volks should be buffed, just not in all those ways.

Item health buff
Support buff. You want support weapons with bunkers and stuff. The problem isnt recrewing them usually, but that the item itself gets destroyed.

I dont see the problem with adding a normal dude either. A six man volk squad with mp40s actually sounds pretty interesting independent of whether or not the sixth man got a mp40 or not. How about making the 3 man pio squad have volk kar98s? One can only dream..

They need it. Not only is there heavy overlap with an existing doctrinal unit but it's overpowered for the Price and abilities that FSJ squads get.

They do.
Certain doctrine gives them AB armour instead, but gives their health a kick up by 15-20 to compensate. Not sure of specific numbers for the health kick up due to being tired and working from a battered memory.
