The NZ goverment passed something or other so that they can now watch our internet usage and see what we are doing. The reason is to stop pirating and the such like. They can disable your internet and contact the copyright holder to see if they would like to take action against you to. So NZ is basically shit now.

Fortunately, its not quite that simple. First, you need to be 'flagged' as having possible malign usage, then monitored from there. Then, you can get warned up to 3 times before you even get charges / investigated further. It wont stop old-school FTP downloaders like me ;p It WILL stop all the dumb-fuck torrent users.

Huh, i better watch my ass then. But i tend to Direct download rather than torrent his kinda stuff. Torrents are unpredictable to me.
Can you sill get caught if you use P2P programs?

Just google it tbh or use a bit of common sense, im tired of the dumbassery of people. But its been common knowledge for a while. Because you asked the question, im pretty sure your own research skills are negligible so let me point out this, alot of mainstream media uses only data gleamed from stores (which is that cd hardcopy data is down about 12% this year. Ignoring the nearly 30% increase in digital sales)

You have no idea how stupid the regulations are. Its automatic, and if it cant resolve the ip accurately, it dismisses it. Thus, proxies are the work-around. Or spoofing, but that can be tracked back unfortunately.

Well frankly you'd think if the government was intent on enforcing a law they'd at least do it properly. Not that I support this type of law whatsoever, it could set a dangerous precedent.
