EDIT:
Marder has 0.3227 long range penetration against the Pershing without lockdown whilst using APCR.
If you knew what HVAP did to Hellcats, you'd shit a brick.

Why does everyone Assume that someone is engaging on purpose a AT piece.
It isnt ever asking Oh why wasnt the marder engaging you?.
HVAP hellcats are dont have 60 range.

Right, back to my statistics.
APCR Marder long range penetration vs Pershing: 0.3227.
HVAP Hellcat long range penetration vs Panther: 0.89376.
If Marders lock down, they become a real threat to Pershings when using APCR, but not locked down? It's not exactly in their favour. They'd have to be taking quite a few pot shots at you to be getting real results or just be lucky as hell.
If you're letting a Marder keep taking pot shots at you though, you only have yourself to blame.
APCR does NOT make HVAP look awful, HVAP is tbh an extremely powerful buff. The only issue is that that HVAP is generally not necessary whilst APCR has tangible benefits due to the pretty heavy damage increases on a common platform such as the Marder. You tend not to notice a Hellcat dropping a target in one less round as you've got it to get rid of a specific heavy piece or two... On the other hand, Marders are there to engage all pieces throughout the match.
Also, if you're struggling with Marders that much, bring more ATG's, Stickies and Mines to keep them at arms length and hamper their movement.
