For less than some inf weapons, you can bomb something to bits, how is that a bad deal?

Which could mean?
Unlimited uses every 8 min and 30 seconds. So in a 20 min game you can drop it two times in a game of 50 minutes? You do the count. In theory you can drop it 6 times. Should the unit die you fail at protecting it as simple as that. RA can be used at Max 2 times.

Why not change off maps to like for example a bombing run that does minor damage, but suppresses units so you can attack a fortified position?
Then we have the unit abilities like FOO that do damage. nebels, stukas so and so on.

Captain's death has nothing to do with the fact that it gets unlimited ammounts of foo. If it dies it is the player's fault and any good player who knows can and will keep captains alive throughout the game. It isn't exactly a challenge either.
As a matter of fact Tigers haven't been any good. Never seen them perform well either- well alright, few times- when the enemy players were like newguy192, myfirstgame98.

I'm sick of telling you this NightRain but you can't seem to accept it. The Tiger is as good as it's user and the support the user provides for it. Just because it doesn't fit your style does not mean it's totally useless.
Also, Captains have low health, keep them in combat providing buffs and the enemy can easily make sure they go down. Don't keep them local to the combat area and you'll be wasting pop, pop that could be the little push to get your ATG or MG on when you need it the most. If the enemy sees a FOO get dropped on their shit and they WILL put a big target on your Captain's head.

Captains death has EVERYTHING to do with the "unlimited" amount of FOO. Its a part of the unit. There is no reason why it is irrelevant.
Now, im not saying FOO isn't effective, because it is when used on the right targets, but you do realize RA cost nothing, is dropped much faster, is not tied with a population cost, and involves less than a tenth of the micro involved compared to FOO.

Maybe because RA is actually a offmap that you get limited in uses while Captain still gets the FOO as unlimited? 2 Pop, provides bonuses to friendly units in the said sector and drops foo every 8 minute and 30 seconds. If it dies it is the players fault for being unable to keep it alive. As simple as that.
